The "Normal +" part of the details for this Heading 1 style means that this style is built on Normal, but has some additions or modifications—such as Arial, 16 pt font instead of Times New Roman, 12 pt, and some space added above and below it.

A style can be built on other styles. Compare the details of the Heading 1 style, which is also a paragraph style: It borrows the formatting in Normal (such as some of the text positioning, like left alignment), but adds its own customizations.
