It doesn't matter what the start setting is. When you set a time delay for an effect, the effect automatically starts that many seconds after the effect before it starts.

Why must you choose a Start setting, such as With Previous or After Previous, before you set a time delay?

So the effects will overlap the way you want them to.

Because it's right and proper to do so.
