BannerMaker has "Image as background" button in the Ribbon that allows you to insert image from SharePoint library on your site or from other sites, and set that image as background. With image set as background, it is fairly easy to add and format links, text, code, and other images. No content (HTML) is stripped by SharePoint in the BannerMaker app.
You can use BannerMaker to make banners with only text and links as well.
These banners can be assigned to one of 5 different App Parts, Banner 1, Banner 2, Banner 3, Banner 4, and Banner 5. When you assign a banner to Banner 1, your banner is channeled to Banner 1 App Part. You can choose to use only Banner 1 and set all your banners to it.
These 5 App Parts display and rotate your banners on the site. Each App Part has navigation, so you can click through your banners. Each App Part has also settings for navigation, speed, and transitions. Banners can rotate with transitions to slide to left, drop down, or pulsate.
