In Microsoft Office OneNote 2003, subpages have the same title as their primary page. If you change the title of a subpage, you will also change the title of the primary page, as well as the title for any other subpages in that group.

If the page header is not visible on the page or subpage, on the View menu, click Page Header.
In the Title area, select the text, and then type a new title.
To verify that the new title was applied, click another page tab.
