Fix it: The Insert New Title Master button is unavailable
 

If Insert New Title Master Button image on the Slide Master View toolbar appears dimmed, it is because there is already a title master for your presentation. Usually, a slide master is added to your presentation when you apply a design template. Most design templates also contain a title master.

 Note   The slide master and title master for a design template are called a slide-title master pair. They appear together in master view. A slide master cannot have more than one title master linked to it.

If you created your presentation by using the default design template in PowerPoint, you added a slide master by clicking Insert New Slide Master on the Slide Master View toolbar. If in master view you don't see a title master, you can insert one by clicking Insert New Title Master Button image on the Slide Master View toolbar.
